The Government of Poland noted that within the reporting period a downward trend had been observed in the number of ECtHR judgments relating to pre-trial detention. However, a caveat must be made that in some instances the time the ECtHR needed to hear and rule in a given case extended beyond the reporting period. In consequence, an ECtHR judgment entered in the reporting period might concern a matter commenced in the previous period, which is a result of the procedure of hearing cases before the Strasbourg Court. Accordingly, it seems unreasonable to present a clear-cut conclusion that the number of cases concerning abuses of pre-trial detention dropped within the reporting period.
