Between incentives and restrictions. Responses to 21st century migration challenges in selected European countries

This publication, based on the example of selected member states, shows that the development and introduction of a common EU policy on migration management might not be possible. It presents various challenges related to migration management in five member states: Finland, Luxembourg, Poland, Sweden and Italy. Each of these states has a specific internal and external situation and migration history, and differs in the level of migration and integration policy development and in the number of foreigners staying in the given country. Despite these differences, all states – no matter how significant their experience in migration management is – have tried to develop a policy on migrants. Until now, none of them has found the best solution to tackle this phenomenon.
